Pastor Jessie J. Billups Deliverance Temple, Jesus Christ Church of Restitution 640 Hurricane Circle, Pass Christian, MS 39571 Deliverance Temple was established under the oversight of Pastor Charles Ballard, Founder of the Jesus Christ Church of Restitution Ministries, on January 11, 2009. Pastor Jessie Billups was ordained and installed to lead     the local congregation. Under his leadership, the ministry has been instrumental in bringing hope and encouragement to many in the local and surrounding communities. He works tirelessly to ensure that the Word of God is not hindered. His motto is: “Give out, but don’t ever give up.” Pastor Billups is a native of Aliceville, Alabama. He is happily married to Nancy, a native of Moss Point, Mississippi. He and Nancy are the parents of four: Schoneka, Scypion, Jesse and Michael), and the grandparents of three. Pastor Billups is well known across the Mississippi Gulf Coast and throughout the State of Mississippi. He has held high profile positions with the largest public housing agency in the state of Mississippi. He spends an extraordinary amount of time traveling throughout South Mississippi ministering to the economic and social needs of low-income families residing in public housing. Pastor Billups has a wealth of experience in the field of grant writing and management, counseling, public information management, and community organization. He has worked extensively with state and local governmental agencies, as well as resident and community leaders, social service agencies, private/non-profit groups, and other religious organizations in order to promote economic self-sufficiency and quality of life improvement opportunities. He is an honorably retired U.S. Air Force Veteran with more than 21 years of military service. He received many awards and decorations during his distinguished career.  Pastor Billups’ journeys to multiple destinations, both nationally and internationally has been a great blessing in helping him to minister to those from various cultures and backgrounds.  He has over thirty years of counseling and teaching experience in both military and civilian environments. In addition, he has successfully completed senior levels of leadership and management courses. His academic achievements include the following: •    Master’s Degree (Business Management), Colorado Technical University (2006) •    Bachelor’s Degree (Business/Psychology), William Carey College (1996) •    Associates Degree (Personnel Management), Community College of the Air Force (1994) •    Associates Degree (Social Services Aide), Community College of the Air Force (1988) Pastor Billups’ passions include teaching and counseling those who feel that life has passed them by; those who believe that their lives have no purpose. Nothing pleases him more than to see the reviving power of God working in the life of a restored believer. No matter the problem or the situation, he believes that God, not only can, but will turn it around! Pastor Billups truly believes that the Bible is God’s inspired Word and that He (God) uses the Word to communicate to those willing to submit themselves to His will. He also believes that through divine providence, God will touch the heart of those appointed to help him build the Ministry of Deliverance Temple, Jesus Christ Church of Restitution. He is truly a man of integrity with a desire to share the message of truth, power, deliverance, and holiness to the world. He believes that if you can impact the life of one you can change the lives of many. Pastor Billups gives God the glory and credit for any accomplishment that’s ever been bestowed upon him.
