  • What is the governance structure of The Falls and Eagle Crest?

Eagle Crest Resort is comprised of two main sections:  The Resort, which is on the east side of Cline Falls Highway, and The Ridge, on the west side of Cline Falls Highway.

The Falls at Eagle Crest is one of a number of “neighborhoods” that make up The Ridge at Eagle Crest.  The Ridge operates as an Oregon non-profit corporation (“Association”), governed by the Ridge at Eagle Crest Association Board (Master Association) and the Declaration of Covenants, Conditions and Restrictions (CC&Rs).  The Falls at Eagle Crest is a development within The Ridge, governed by The Falls Owners Association Board, and the Bylaws and CC&Rs of The Ridge.

  • Is there a management company for The Falls?

The Falls Owners Association (TFOA) Board of Directors manages the finances and maintenance of the Clubhouse and common areas of The Falls.  Dues are collected and bills are paid by a financial services company, Diversified Bookkeeping Services.  Diversified may be reached by calling Terrie Harris at (541) 388-1573.

  • How can I find the rules and regulations governing The Falls?

Each homeowner should receive a book of Governing Documents at close of escrow.  This “Big Blue Book” contains all Bylaws, Articles of Incorporation, Policies and Procedures for both The Falls and The Ridge, CC&Rs, Architectural Guidelines, and a copy of the current budget.  These document can also be found under the Regulatory Documents and Forms and Financial pages under "The Falls Association" section of the website.

  • How are the CC&Rs and Bylaws enforced?

All owners and guests are required to adhere to the rules as set forth in the Master Declaration, the Master Association Bylaws, and the Master Association Policies and Procedures.  To assist the Board of Directors in the enforcement of these rules, the Board has delegated enforcement authority to the General Manager of The Ridge.  He is empowered to inform the owner or guest of any violation, and if the owner or guest persists in the violation, the Board may assess fines or impose penalties.

If fines or penalties are assessed for noncompliance, the owner against whom such action is proposed to be taken has the right to appear before the Master Association (The Ridge at Eagle Crest) Board to contest such action.

  • What recreational amenities are available to me as a Falls homeowner?

Homeowner dues entitle the use of any of the Sports Centers within Eagle Crest.  There are three such facilities--The Resort Center, across Cline Falls Highway at the rim of the Deschutes River canyon; The Ridge Center, off Cooper’s Hawk Drive; and the Lakeside Center off William Lyche Drive.  Each center has a complete weight and exercise room, a pool and hot tubs, and there are tennis courts located next to the Resort Center and the Lakeside Center.  Both the Resort Center and the Ridge Center have massage services available, and there is a beauty shop located in the Resort Center.

Bike rentals are available at the Resort Center and the Ridge Center, and rentals from either center may be used throughout the resort on the more than fifteen miles of hiking and biking trails.  Homeowner membership card enables use of any of these facilities and rental of available equipment at a reasonable cost.

  • What other amenities are available?

There is a full service restaurant and bar in the area under the clock tower on the Resort side of Cline Falls Highway, as well as a coffee shop which serves light meals.  A restaurant is also located in The Inn at Eagle Crest, also on the Resort side.  In the clock tower area there is an art gallery which features local artists.  Snack items can be purchased at each of the Sports Centers.  In addition, there are town homes, chalets, condos, and of course hotel rooms available for out of town guests to rent.

  • If I have a houseguest, may my guest use the pools, sports and exercise facilities?

Yes, homeowners may take guests with them when using the pools, sports and exercise facilities.  If a houseguest desires to use the facilities without the homeowner, a guest pass may be obtained at the front desk of each Sports Center.  Homeowners must present their membership cards to apply for guest passes.

  • What should I do if I want to make changes to the outside of my house?

Any exterior alteration must be approved by ARC.  Approval forms may be downloaded from the web site www.jeld-wencommunities.com/arc, or they may be obtained from the coordinator.  There is a required remodeling fee of $400 for structural changes.  Up to $200 of the fee is refundable upon satisfactory completion of the work.  No fee is required for changes of paint color or removal and/or trimming of vegetation, although ARC approval is still required.  For complete information, see the ARC section of the regulatory documents.

  • Do I need ARC approval to change my landscaping?

Yes, ARC approval is required because the landscape plan has been approved as consistent with CC&Rs at completion of home construction.

  • To whom do I appeal if I disagree with an ARC decision?

As the Declarant has not appointed ARC members to the Board of the Association pursuant to Section 8.5 of the CC&RS, owners adversely affected by action of ARC may not appeal to the Board of Directors.  For additional information concerning ARC Policies and Guidelines, refer to the Regulatory Documents and Forms page in "The Falls Association" section.

  • How do I get into the clubhouse to use the exercise facilities?

The door at the east end of the clubhouse has a number pad.  Punch in the number to unlock the door.  For security purposes, these numbers are not published here, but may be obtained from a new homeowner’s neighbor or realtor.

  • May I use the clubhouse for private parties or other functions, and if so, how do I  make arrangements?

  • Are there planned social events for everyone in the Falls?

The Social Committee schedules about six parties a year for all homeowners in The Falls.  These include a New Year’s Eve dinner-dance, a Valentine's Day party, Fourth of July picnic, and others.  Information will always be available on this website about signing up for these events.  In addition, a coffee hour is held every Tuesday at 9:00 a.m. at the Clubhouse, and a TGIF cocktail party is held on Friday evenings at 5:30.

Special interest groups, including bridge, knitting, quilting, wood carving, men’s poker night, game night, and bingo evenings also keep the Clubhouse a busy hub of activity.

  • What dues will I be paying as a resident of The Falls?

Homeowners are billed quarterly for The Falls dues currently in the amount of $123 a quarter.  In addition, The Ridge at Eagle Crest, the Master Association, assesses Ridge dues to pay for all street, road, and trail maintenance, upkeep of all common areas on The Ridge, snow removal, and homeowners use of the Sports Centers and pools.  These dues are currently $246 a quarter.

  • How many golf courses are available at Eagle Crest?

There are three golf courses at Eagle Crest:  two regulation 18-hole courses and one “mid-iron” course (9 par 3 & 9 par 4 holes).  There is also an 18-hole putting course with real grass and sand-filled bunkers.

  • Do my homeowner dues entitle me to any golf privileges?

The golf courses are privately owned and are not part of the Eagle Crest amenities acquired by purchase of a home and payment of homeowner dues.   However, from time to time, the golf course owners offer special savings on rounds of golf or golf carts to homeowners.

  • I live alongside or near a golf course.  What rights do golfers have in relation to my property?

All lots adjoining or adjacent to any golf course are subject to an easement permitting golf balls to come upon such property, and for golfers at reasonable times and in a reasonable manner to come upon the property to retrieve golf balls.

  • If a badly hit golf ball damages my home or injures me, what do I do?

CC&Rs Article 6.3 "Waiver and Indemnity" states that the owner of property adjacent to or adjoining a golf course assumes the risk associated with the game of golf and the flight of golf balls over and upon their property, including  possibility of damage to their property, real or personal, and injury to themselves, their family, pets, friends, invited guests, visitors, or any other person.

  • May I operate my own golf cart on the golf courses or streets within Eagle Crest?

No, golf cart use is restricted to those golf carts available through the resort's golf course "Pro Shops" for use on the cart paths and golf courses only.  Golf carts are among those vehicles prohibited for use on the streets and trails within Eagle Crest.

  • What rules or regulations apply to houseguests?  Can I have my children or  grandchildren stay with me?

Since The Falls is a 55+ community, some restrictions apply.  Section 2 of the Bylaws states, in Article 6.2, “No Living Unit shall be occupied by any person under the age of  19.  For purposes of this Article, a Living Unit shall be deemed to be 'occupied' by any person who stays overnight in the dwelling on the Lot more than 21 days in any 60-day period or more than 30 days in any 12-month period.”  The Bylaws will be found in the Regulatory Documents and Forms included in "The Falls Association" section of the website.

  • Are homeowners responsible for their guests and other invitees while they are on the property?

Yes, the homeowner is responsible for any family member, guest, renter, contract employee, day worker, or any other person who is on the property at the request of that homeowner.  This includes responsibility for assuring that traffic rules, noise abatement rules, pet care, and all other regulations are observed.  For more information on enforcement of rules and the fine structure for repeated violations, see Administration and Governance in these questions and answers and/or visit the Regulatory Documents and Forms sub-section under "The Falls Association" section of the website.

  • Where can I find the rules about parking on The Ridge and in The Falls?

Look in the Association Policies and Procedures, located in the Regulatory Documents and Forms sub-section of "The Falls Association" section of the website.  Here you will find important information about parking, including the statement that parking on the streets for more than six hours at a time is prohibited, and no vehicles shall be parked on streets between the hours of 2:00 a.m. and 7:00 a.m.

  • What parking rules apply to contractors or others who are working for a homeowner?

The same rules stated in the first question under parking apply to all guests, visitors, renters, contractors or others working or providing a service for any homeowner:  No vehicle may be parked on the streets for more than six hours, and no vehicles shall be parked on the streets between 2:00 a.m. and 7:00 a.m.  For additional information, refer to the Regulatory Documents and Forms section noted above.

  • My dog is well-trained.  Must I have it on a leash when we walk?

Policies and Procedures for The Falls and The Ridge at Eagle Crest mandate that all household pets shall be kept indoors or leashed, or under other positive control by their owners and then only on a leash no longer than six (6) feet for a fixed length leash, one end of which is in the owner’s hand.  NO pets are allowed on golf courses.

  • Who is responsible for cleaning up pet waste?

Pet owners are responsible for cleanup and prompt removal of their pet’s waste anywhere within The Ridge at Eagle Crest, including their own home site.  There are numerous pet waste disposal stations along the resort’s walking/biking paths.

No, cat owners must observe the same rules as dog owners.

  • If there is a problem with a barking dog near my property, what should I do?

  • I want to have a garage sale.  May I put up a sign on my house or in my yard?

As provided in the Master Declaration for the Ridge at Eagle Crest, no signs of any kind are allowed in any location on a lot, including, but not limited to, signs displayed in windows.  This includes signs in vehicles.  Open House signs are permitted for houses on the market, but the signs and their display must comply with the conditions set forth in the Blanket Waiver for Open House signs, which can be found in the Association Policies and Procedures.  The Policies and Procedures are available in  "The Falls Association" section of the website.  See Regulatory Documents and Forms.

  • What are the speed limits within The Falls and on The Ridge?

Speed limits throughout The Ridge and within The Falls are 15 miles per hour, unless otherwise posted.  Signs indicating the speed limit are prominently posted throughout The Ridge.  In areas with few homes along the roads, the speed limit is posted higher than 15 miles per hour.  Residents, contractors and their employees and visitors to any part of the resort are required to observe all traffic regulations.

Residents who are walking, riding bicycles, or driving “scooters” designed to assist handicapped pedestrians are strongly urged to make as much use as possible of the designated bike and pedestrian paths and lanes.   Exercise extreme caution on streets with no bike/walking lanes, and obey any signs that prohibit walking or biking in any area.

  • Are there any restrictions on types of vehicles allowed on our streets and roads?

    To preserve the natural setting and environmental values of The Ridge  and The Falls, the use of non-street licensed motorized scooters, snowmobiles, off-road vehicles, over-sized vehicles or trucks, or any noisy operated vehicles or devices is not permitted anywhere within The Ridge or The Falls.  Scooters designed for and in use as an aid for handicapped persons are permitted.  Further, to promote safety of all owners and guests, golf carts are not allowed on paths (other than golf carts specifically allowed on golf course paths by the golf course owner) or on roads anywhere within The Ridge.

  • What about snow removal?  Who takes care of that?

As with all services related to streets and roads, the management company employed by The Ridge Board is responsible for snow removal.  The snow plows follow specific routes and get to each area according to those routes.  Snow plowing starts when two inches of snow have fallen.  When icy conditions are present, red cinders are used on the streets and roads to improve traction.  While some homeowners question the use of red cinders for this purpose, it has been found to be effective in enhancing traction and even to some degree to melt the ice build-up.  In the event of problems or questions about snow removal, contact Debbie Owens at (541) 923-2591 or e-mail debbieo@jeld-wencommunities.com.

  • Who do I call to arrange for a trash container and for pick up?  What day is trash collected in The Falls?

Trash collecting and recycling are handled by High Country Disposal.  They can be contacted to start your service by calling (541) 548-4984.  They are also listed in the Utilities and Other Services sub-section of this section of the website ("FAQs and Contacts").

Trash is collected weekly on Thursday in The Falls.  Trash containers should be on the side of the street by 6:00 a.m. on collection day.  The CC&Rs require that trash containers not be out before 9:00 p.m. on the evening before collection and should be put away out of sight on Thursday after collection.

  • Is there a recycling program, and, if so, what can be recycled?

High Country Disposal will provide you with a brown bin for household trash and a blue bin for recycling.  Newspapers, catalogs, magazines, phonebooks, plastic bottles, tin, aluminum, paper bags, flattened cardboard, junk mail and other plain paper can be recycled.  No glass is accepted nor any oil or paint.  Recycle bins are emptied on the second and fourth Thursday of each month. They should be placed at curbside by your brown bin.  There is also a recycle center near the Maintenance Yard off Nutcracker Drive.  The same items that go into the blue bins can be recycled there.

  • Is there a trash dump in the area for larger items?

  • Where is mail delivered and how do I obtain a mail box key?

Mailboxes for all residents of The Falls are located on Cooper's Hawk Drive just north of Victoria Falls Drive, the main entrance to The Falls.  Mail is usually delivered by mid-afternoon.  You can obtain a mailbox key at the front desk of the Inn at Eagle Crest, across Cline Falls Highway.
