Police Officer Elaina Carter-Rice

Born and raised in Jersey City, New Jersey in a home of six siblings and now married with two daughters, 19 and 15. In 1982-1986 did attend Henry Snyder High School, then one year of College at New Jersey State University.  Elaina began her law enforcement career at the Hudson County Correctional Facility in Kearny, New Jersey. Elaina became a Police Officer in 1988, and worked in the Patrol Bike Unit and Narcotic Squad, a Physical Fitness Instructor for our Police Academy and now Community Relations Officer. Police Officer Elaina Carter-Rice is a Project Lifesaver CTR-1000 Operator, a program that helps families locate wandering loved ones suffering from Alzheimer's Disease and related disorders such as Down Syndrome and Autism. Police Officer Elaina Carter-Rice has received two Commendations and one Excellent Police Service Award.
